And leadership and communication, each of which is characterized by a specific part of it. To the extent that the upper administrative human frame controls determining the organization’s directives and policies, the lower frame, starting with the foremen and those in charge, controls implementation, and this process depends on the connections between the various levels, and the nature of the relationships that link them, so to the extent As long as there is good understanding and communication between levels, and listening especially to workers’ problems in implementation, the work is integrated and the interaction exists to achieve the organization’s goal.
